Advanced governance
Regional development has become more complex and efficient in the last thirty years. Governance and decision-making systems are more advanced, multiple actors have a significant role in the regional development agenda and must be taken into account to facilitate the mobilisation of all the resources of a given territory. Sustainable smart specialisation strategies (S4) provide an appropriate framework for regional development planning.
It is needed to readapt territorial governance to better involve all regional actors, with a special focus on civil society engagement, and to daily monitor the effectiveness of development policies to continuously adapt them to the context and its opportunities.
